The Pennsylvania Department of Agriculture regulates kennels and race tracks. As a hearing officer for the Agriculture Department I conducted hearings for kennel owners regulated by the Bureau of Dog Law Enforcement, as well as jockeys and trainers who were licensed by the Horse Racing Commission and the Harness Racing Commission. Recent amendments to state law have combined the horse racing and harness racing industries under the supervision of a single commission. Also, race tracks may bar a trainer or jockey from the track.
